DWG Translator cannot be selected or changed in the Publisher.

Issue Description

In the Publisher, while the file format can be changed under Format, it is not possible to select a DXF-DWG Translator or access the DXF-DWG Translator settings. The settings are grayed out and unavailable.

Solution

1. Go to Window > Palettes > Organizer.
2. Select the Publisher Set, and select the top-level folder the single DWGs belong to.  
3. If this folder has been set to Merge to one DWG file, then the translators are only active if you select this folder. 
4. Uncheck this if you wish to set a translator per drawing.
